Ok, so I'm going to address what StarClan cats can do.

Dreams

~Ask me before you send someone a dream. Eventually you probably won't have to ask me.

~Don't be going all willy nilly sending dreams! In the books you don't find them sending a ton of dreams, they send a few to medicine cats, but not a ton.

~Don't be obvious! Don't send a dream saying exactly what's going to happen or something like that, in the books they usually are vague and leave the dreamer asking questions.

~You can only send dreams to cats in your original clan.

~Dreams are usually sent in PMs, but you can also post them in threads where the cat is sleeping or resting

Gatherings (Clan and Meddie)

Clan

~Post in the regular clan gathering thread.

~You can't talk to the regular clan _{Code Word: Kawaii}cats, only StarClan cats, but you can watch the clan cats.

~When at a clan gathering StarClan is on the moon, hence why it is called the eye of StarClan.

Meddie

~Only I can go to meddie gatherings (as YangStar).

~If you really want to say something to a med cat at a med cat gathering, PM me first.

What to do next
You're done with reading! Well basically. Now comes the time to make a
bio. So pick up that last code word, and then go to the Bio Acception
board, that's Bio Acception, NOT Accepted Bios. Anyway, then read the
Acceptance Form and Standards, the rest of your directions lie there.
